Lesson Learned: TIM Program Takes Creative Approach in AAR Process

The Southwestern Pennsylvania Commission (SPC), the metropolitan
planning organization (MPO) serving Pittsburgh and the 10 counties of the
western and southwestern area of Pennsylvania, facilitates the operation of a
regional TIM steering committee and localized TIM teams for the purpose of
advancing preparedness, response, recovery, and mitigation efforts associated
with TIM in the region. One of its major accomplishments is the success of its
approach to After Action Reviews (AARs) and subsequent After Incident Reviews
(AIRs). SPC has worked with each of its localized TIM teams, as well as other responders
and support personnel, to stress the availability of time-saving, web-based
surveying as a first step in the AAR process. The individualized AARs form the
basis for a sit-down meeting, or formal AAR or AIR event, as outlined in this Lesson Learned.
